PARISH COUNCIL STATUTORY MEETING at STICKFORD Community Centre

1.    The Chairman opened the meeting and welcomed all present. 

2.    Items raised by residents:

(1)    Potholes: Many of the potholes around the village have been filled in but there are more to be done. It is planned for Fen Road to be resurfaced by LCC, hopefully this year. 

(2)    Speeding: No speed check has been done during the last year. This is to be re-investigated to see if it can be done this year. 

(3)    Cleaning of dykes: Witham Fourth were due to clear the dyke behind the Cul De Sac but this has not been done. Other parts have been dug out by landowners but too deep so water unable to run away down pipes into the drain. The water is now stagnant and does not dry up at all, so no maintenance can be done. 

(4)    Bus Shelters: They were treated last year with wood preservative, and need to be done again this year. 

(5)    Dog Bins: All are emptied regularly.  No complaints about dog bagged faeces being left on the ground at the Dog bins.  

(6)    War Memorial Clock: An inspection is due to be carried out 3/6/21 when they will be asked for an estimate of cost to get it repaired, and if they can provide a guarantee for the work that is done. 

3.    Matters Arising from the meeting:

1)    The council were congratulated and thanked for the work it has done during the Covid-19 situation. It is also noted that the Website is being updated. 

2)    Potholes – work is being done. 

3)    Dog Bins – request for an extra bin by the Green Barn

4)    Speeding – although speeding is not too bad around the village, the junctions getting on and off the A16 are getting more dangerous with the speed of vehicles coming along the A16. Can a request be put forward for the extension of 50 mph speed limit from Keal Cotes to the edge of the village going towards Stickney. 

5)    Burglaries in the village – villagers are worried about the recent burglaries around the village. Police have made an arrest. A petition has been put together by Lesley Reeson, for anyone to sign to show their support on behalf of the villagers. 

6)    Viking Link – What is the time scale for work to be carried out? it is believed that the work has been delayed for a few months with archaeologists working in Hagnaby Lane.

Concern was expressed over the routes that work vehicles will take when work does start. 

7)    Footpaths – the footpaths are being documented and mapped. All ok at present. 

8)    Thank you from the outgoing Parish Clerk – John Spencer expressed his thanks to the councillors for their support over his time as Parish Clerk. The councillors returned their thanks to John for his work and effort as Parish Clerk and wished him a long and healthy retirement. 

9)    A copy of a letter sent by ELDC to a resident after complaints about noise on the VE Day celebrations. This is to be discussed at the next meeting of Parish Councillors on 25th May 2021. 

10)    Travellers on the airfield – concern was expressed at how the number of caravan units are increasing, the condition they are in and that it is encouraging other people to stay overnight on the airfield. 

11)    Strimmer and Mower have now been purchased. Risk Assessments will need to be done for volunteers using this equipment. Concern was expressed about the liability of the Council for the use of this equipment. An Accident Book will need to created and have a First Aid kit available.
