1. The Chairman opened the meeting and welcomed all present.
2. Update and Matters Arising from last Annual Meeting of the Parish held 18th May 2021 :
1) Potholes: Many of the potholes around the village have been filled in but there are more to be done. The Clerk regularly walks around the village and photographs any bad areas and reports them on Fix My Street. The junction of Hagnaby Road and Hagnaby Lane was reported but deemed not to be bad enough to repair. The bent Cul de Sac sign has been reported and is still outstanding. Fen Road was resurfaced by LCC during 2021 in several places and a section of Catchwater Bank. A new sign for Catchwater Bank has been erected.
2) Speeding: A Speed assessment of the A16 was requested and carried out in March 2022 looking to reduce the speed limit to 50mph. It was declined as the criteria was not met with regards to Density of Development and Accident Data.
3) Cleaning of dykes: Witham Fourth have kept their sections clean and the Environment Agency have done theirs too.
4) Bus Shelters: Some have been treated with wood preservative, and the others need to be done this year.
5) Dog Bins: All are emptied regularly. No complaints about dog bagged faeces being left on the ground at the Dog bins. New dog bin erected in April 2022 along Back Lane by the public footpath style.
6) War Memorial Clock: Grant application has been submitted for the funds to repair the clock. It is to be presented to the granting board on 8th June 2022.
7) Stickford Parish Council Website : it is regularly updated by the Clerk. A maintenance contract has been arranged via LALC to assist the Clerk.
8) Burglaries : no more burglaries have been reported.
9) Viking Link : work continues with no issues
10) Footpaths : no reports of any issues
11) Noise complaint from May 2020 VE Day : Clerk corresponded with ELDC who clarified the rules for future village celebrations.
12) Caravans on the Airfield : the occupants that live in the caravans do so with the permission of the land owner. LCC Travellers Welfare Officer is in regular contact with them and they have been given a time limit to tidy the area up.
13) Strimmer & Mower : risk assessments have been prepared and they are in use keeping the church grounds tidy. Accident Book and First Aid kit are available. The Chairman stores it at her property when not in use.
Approval of Minutes from 18th May 2021 : all agreed to approve the Minutes and the Chairman signed them.
3. Annual Reports :
1) Chairmans Report : This has been Lesley’s first year as the Chairman and acknowledges that there has been a lot to learn and take on board but all seems to be going well. Nicki & Lesley keep in regular touch.
2) Community Centre : see Appendix 1 & 2. Report and Financial info.
3) Stickford Charities : see Appendix 3. The question was posed that if the free bus service is not being fully utilised could it be opened up to more people. This request will be taken to the Committee.
4. Residents’ Open Forum :
1) Litter Bin : request that ELDC be asked again for a new/replacement bin by the bus shelter near Peachwood Motors. Clerk to action.
2) Bin by Glass Recycling is broken : Clerk to report it to ELDC.
The meeting was closed by the Chairman at 8.10pm

Appendix 1
Stickford Community Centre Report 2020/2022
The Community centre closed in March 2020 due to the Covid 19 pandemic and did not re-open until August 2020 for events with a restricted number of people attending.
During the pandemic the Community Centre received small business grants from the government which enabled improvements to be made. The hall has been re-decorated throughout, the damp walls sorted out and the drainage of the playground investigated with work planned to remedy the problems. There has also been a new wall built around the oil tank and a skip was hired to remove things which had accumulated over many years.
Stickford Community Centre has been open as usual this year and the village groups are meeting once more – Keals Club, Stickford Local History Group and the W I which has recently become Stickford Ladies Social Circle. It continues to be well used by Training groups and there are two that regularly book it. Fund raising events take place here as do parties and meetings.
The management committee continues to meet regularly to discuss any issues and to plan for the future.
