No issues raised by residents during the 15 minute Public Forum
1. The Chairman opened the meeting and welcomed all present.
2. Apologies for absence – No apologies received
3. There were no declaration of interest
4. Planning application S/163/01836/23 outline for 7 dwellings on land – Cul de Sac
Councillor John Howlett explained to the meeting the current policies that cover Stickford under the East Lindsey Core Strategy July 2018:
Categorized as a small village SP4 so only infill development, no more than 2 dwellings.
The grounds for objection are :
Not on infill land
The Cul de Sac is a single track road
Flooding zone 3 (high)
Sewerage system inadequate
Nature trail east to west crosses the land
Councillor Howlett has been in contact with the Planning Officer assigned to this case and she has given permission to be announced at this meeting that she plans to put in a ‘Decision to Refuse’ on the grounds as above. Her decision could be overruled by her managers and if this happened then it would be put forward to go in front of a full committee.
All comments need to go on to the Portal or be received by ELDC by 31st October 2023. This date has been extended from original date to give more time for anyone who wishes to, to submit their comments. If anyone wishes to give their comments in letter form to Councillor Howlett or Councillor Kingswood then they will ensure they are taken to The Hub, ELDC in Horncastle before the deadline.
The Parish Council will submit a response and all residents are invited to do likewise. The more responses/comments that are received at ELDC will show the strength of local resistance to this planned project, and all requested to use facts & figures rather than personal emotions when submitting responses/comments.
Anglian Water is a regulatory body and cannot refuse connection.
Witham Fourth are aware re the drain.
Access to the land and proposed dwellings would need to go over the ditches using bridges. Access to this land currently is from the A16, not the Cul de Sac.
Electricity is currently phase 3.
5. Correspondence received for this meeting – not covered on the agenda
1. LCC Highways have sent notification of road closure of Fen Road and the Cul De Sac from 4th December to 13th December 2023 (daytime working 7.30am to 17.30pm, estimated working hours) to carry out carriageway reconstruction/resurfacing.
2. Quote received for catering on 12th November 2023 for Remembrance Sunday & 100 year anniversary of the War Memorial Clock celebrations from Grandmas Pudding, Friskney of £8 pp for approx. 50 pax.
All accepted this quote.
Request for more knitted poppies to be made and to order the Wreath from the Royal British Legion.
