  1. The Chairman opened the meeting welcoming everybody and as this was our 1st meeting in 2019 wished all a happy new year

 

  1. Apologies for absence was given by LCC Councillor Wendy Bowkett

 

  1. There were no declaration of interest from the agenda listing

 

  1. There were no residents present at the meeting therefore there were no issues raised.

 

  1. Our ELDC Councillor presented the following detail as applicable to this parish:

 

  1. It was confirmed that the price of the collection of the ELDC Green Bins is £40.00 for the year 2019, with a reminder that each resident must apply on line by 22nd February 2019 to ensure collections. ( a free subscription is offered by ELDC for 12 residents as an incentive, for those paying for the green bin collection ).
  2. ELDC has appointed the next Chief Executive Mr Rob Barlow.
  3. ELDC has announced a new campaign “ new Dog Friendly “ helping local business to be more dog friendly. More info from linsey.gov.uk/DogFriendlyBusinesses
  4. ELDC has invited young people to take part in ED’s first teenage market in Louth.

It is for 10 to 29 year olds, more info from www.theteenagemarket.co.uk and www.-lindsey.gov.uk/markets.

  1. The increase in the Lincolnshire County Council rates is reported to be 5%.

  1. Our Lincs County Councillor was unable to be present due to illness. Councillor Bowkett requested any issue raised are sent to her for attention.

 

  1. The minutes of the previous minutes dated 4th December 2018 were approved as a true record.    Proposed by Councillor John Howlett, Seconded by Councillor Lesley Reeson

 

  1. Matters arising from the previous minutes as at item 7 above are:--
  1. There has been a report of dog fouling on verges. The dog bins are still being emptied. They will be monitored during the coming months.
  2. The chicane repair issue has not been resolved. The Parish Councillors requested the Clerk to write to the resident who raised the issue last year.  Any information received will be useful to establish who is responsible for the repair of the chicane. As Paddock view is not an adopted road, other residents may have information concerning the chiciane.
  3. Councillor Howlett was requested to investigate the costing of repairing the Bus Shelters and report back to the council through the clerk
  4. The 2 main Noticeboards are in urgent need of repair or replacing. The clerk was requested to get 3 quotes for the task. The need is to replace the front drop down front access to the board. The replacement of the noticeboards with new may be very expensive.

 

  1. Financial Matters.
  1. There are no outstanding bills to pay                       
  2. The draft Precept for year 2019/2020 was reviewed and approved for sending to ELDC.       Approved by Councillor G Bradley, Seconded by Councillor L Reeson.

 

  1. Planning.

An appeal by National Grid Viking Link Ltd., against ELDC refusing planning permission. The appeal is allowed and planning permission is granted on planning application

N/110/01549/17, appeal reference number is APP/D2510/W/18/3208088 where details can be found.

 

  1. Training.
  1. A data protection course was proposed via an email from a ELDC contractor with the cost being £50.00 per person for half a day. After a short discussion it was decided by Parish Councillors, the cost of the ELDC course was too expensive. Data Protection training by LALC ( Lincolnshire Association of Local Councils ) will be considered and less expensive.
  2. The CILCA training has been offered by our legal advisors LALC. As the course is not mandatory and very expensive it was rejected by the Parish Councillors.

 

  1.  Correspondence.

A list of our local MP’s surgery dates was received giving times and location where they will be held in this area.

  1.  Councillors issues not covered on the agenda.
  1. There are 2 cycling posts near to the bus shelter and Church road. Both corroded and should be removed the clerk to contact Highways
  2. Bottles and Tins are being left or thrown onto verges and into the dykes investigations continue.
