1.The Chairman opened the meeting welcoming all present.
2. Apology was received from our Lincs C C.
3. There was 1 declaration of interest from the Chairman this being item10 on the agenda
4. Open forum. There were 2 items raised:
a) It was reported that there are areas of fly tipping of grass cuttings. One area on Fen Road near Catchpole Grove, on the Witham Forth drain. The other at the end of the Cul de Sac on the grass verge left of the footbridge.
b) Badgers have burrowed through the river bank into the East Fen Catchwater.
5. Our ELDC councillor had nothing to report but was available for issues we may have.
6. Our Lincs councillor was not present but also ready to assist in any issue we may have.
7. Approval of minutes from meetings 7th and 14th May 2019
Both sets of minutes were approved by the Parish Council as a true record.

8. Matters Arising from both minutes above ( agenda item 7 )
a) War Memorial Clock see agenda item 11 below
b) Footpath along Church Road. Cleared by Volunteers from The North Sea Camp in 2018.
Where to take the waste this year needs to be resolved. To be investigated by the council.
- Dog Bins. This issue has been a long term problem in the village and the council are
exploring all ways to solve the issue. Councillors to monitor if the bins are being emptied.
- Bus Shelters. The shelters need some attention. The condition of them to be reviewed at a later date.
- Badgers. The Environment Agency have been informed.
- The problem of dyke dumping of hedging etc., Councillors to investigate.
- The issue with the nature reserve at Hagnaby Lock is still under investigation with ELDC planning.
9. Financial Matters.
a) The External Audit has been and received by the auditors. unlike last year where the council
decided to have a full external audit the council decided to have an Analysis of Exemption
Certificate in accordance with the law.
b) The accounts are displayed on the web site
c) Bills to pay, 1 Internal Audit £150.00, 2. War Memorial Flowers £27.00
3. Clerk Wages £500.00 4.Clerk income tax £125.00 Admin costs £12.21
5. Churchyard Maintenance £450.00
All financial as shown was approved by the full council members.
10. Appoint Charity and Community Centre Trustees.
All the councillors agreed that Councillor Pam Bryant would represent the Parish Council on the Community Centre Committee. Councillor Pam Bryant and Dave Bursnell were reappointed to serve as Trustees for the Stickford Charities for the next four years.
11. War Memorial Clock.
The clock repairer has sent in a revised quote to the Parish Council of £1100.00 . All agreed to
pay the amount. The clerk to liaise with the clock repairer on a start date.

The Clerk will be sending to each Councillor, Statutory documents that need reviewing and
amending, to reflect new laws and procedures before the next Parish Council meeting in
September.
