  1. The Chairman opened the meeting and welcomed all present. The Chairman stated the Open Forum would be increased to 30 minutes, to allow time for the War Memorial clock repairer to give a report, and an Allotment Holder, to report on drainage problems at the farming allotments.

 

  1. There were no apologises for absence.

 

  1. Public Forum.

 

The War Memorial Clock repairer failed to attend the meeting.

  1. Village pot holes were raised.  A request for a highways officer to visit the village, and get an update when the potholes will be repaired.
  2. The issue of tractors using Hagnaby Road, one resident quoting a local farmer using the road as a short route between their fields and bases. Unfortunately, this claim cannot be used because of lack of actual evidence. The councillors will review this issue and report back at the next full meeting.
  3. The footpath along Hagnaby Road was reported as being in bad condition. The LCC Councillor attending the meeting agreed to forward the residents’ concerns.

  1. Report from our Lincolnshire County Councillor.

 

The LCC councillor responded to the various questions about pot holes, she would look into the situation with an arrangement to come to the village, with a member of the highways team, and invite our Chairman to accompany them.

 

The councillor also gave the clerk a transcript to a document showing what increases in spending by Lincolnshire County Council for the coming financial year. Spending an extra £4m on highways including pot hole repairs, plus extra £2m on drainage repairs and new flood equipment for Lincolnshire fire and rescue. An extra £350,000 has been set aside for a green master plan to help make Lincolnshire carbon neutral by 2050. A general increase of 1.5% for council tax with a further increase of 2% for adult social care. The government has provided an additional £14m for adult and children’s social care.

 

  1. Information from our ELDC Councillor.

 

The Councillor reported that the budget for the next financial year was being set this week,

Also that it is hoped that ELDC councillors will be getting £1000,00 for distribution between their parishes.

 

  1. The minutes of the previous meeting help on 7th January 2020 were approved as being a true record.

  1. Matters arising from the previous minutes.

Pot holes, salt bins. The drainage on the farming allotments are agenda item 12. Training courses for councillors and clerks is ongoing.And the replacement of the village seat due to an accident last year is on going with the insurers.

    9 .  Financial Matters. There was 1 bill to pay,  i) Community Rent. The War Memorial Clock Repairer was paid £1,100 in Mid January by agreement at the December 2019 meeting.

         The clerk/RFO  will prepare the final financial records for review by the financial risk assessors i.e. the Chairman and Vice Chairman.  The clerk will be sending the records to the internal auditor, as agreed by the councillors at the last AGM, during April 2020.

    10  The War Memorial Clock.

         As seen in para 3 above the clock repairer did not attend, but the councillors and attending residents discussed the issue, with no resolution being agreed. This issue will be raised at the Annual Meeting of the Parish Council.

11. Planning.

Full planning permission:Extension to existing dwelling to provide a porch, integral single garage, gym, shower room and utility on the site of part of the existing dwelling which is to be removed.

12. Councillor Reeson, Environmental Officer. Most of the report already discussed i.e. pot holes and footpaths with the rest of the village having no known other issues.

The farming allotments and a drainage problem was investigated. An allotment holder was invited to come to the meeting, he revealed that some areas of the allotments will need to have new drainage.Or, provide new drainage for all the allotments, it will depend on the cost. He was requested to investigate the costs and a report at Annual Meeting of the Parish Council in May.

 

13. Councillor Howlett was requested to check the council assets, the dog bins, and bus shelters. Also the glass recycling bin area. Councillor Howlett has spent a lot of time on the War Memorial Clock, monitoring the clock mechanism, and water problem at bottom of the clock tower, liaising with the Chairman and the Clock Repairer on the progress.

 

14. Vice Chairman Bradley was requested to review the road signage, lighting and roads in general. It was reported there will be new style keep left traffic bollards.

 

15. An updated village flood plan was discussed.The Chairman will consult ELDC and LC for advice.

 

16. There were no other issues raised by the councillors.

 

17 The chairman closed the meeting at 21.35 hrs.

 

The date of the next meetings are.The Annual Parish Meeting 5 May 2020 at 7.30pm.And the Annual Meeting of the Parish Council 12 May 202 at 7.30 p.m.

 

The Parish Council are aware that all meetings are subject to the Government’s

Coronavirus guidance and the law, so the meetings as above may have to be reviewed.
